We are experts in our field and use proven polygraph testing techniques to help determine the credibility of a person's statements. The polygraph is an extremely effective tool for truth verification by recording physiological changes within the human body. A polygraph test involves three phases: the pre-test phase, the data collection phase, and the data analysis phase. During the pre-test phase, paperwork will be completed and the examinee will be familiarized with the testing procedure and the polygraph instrument. All questions will be gone over with the examinee prior to being attached to the polygraph testing instrument. During the data collection phase, the polygraph examiner will administer the polygraph test and collect at least three polygraph charts recording the physiological changes occurring within the examinee's body. Finally, during the data analysis phase, the polygraph examiner will carefully review and score each chart in order to render an opinion as to the truthfulness of the examinee's answers.

It should be noted that "One of the first" polygraph or lie detector devices recording both blood pressure and galvanic skin response was invented in 1920 by Dr. John A. Larson of the University of California. And was first applied in law enforcement testing by the Berkeley Police Department under its nationally renowned police chief, August Vollmer. Further enhancements to this polygraph or lie detector was conducted by Leonarde Keeler.

Subsequently in today's terms, a polygraph or lie detector test is also known by it's clinical term as a psychophysiological detection of deception test. This is because the polygraph or lie detector instrument measures and records several physiological responses from the body. The responses measured are blood pressure, pulse, respiration breathing rhythms, body temperatures and skin conductivity while the examinee is asked and answers a series of questions or techniques. Lie detection is reliable and a proven science when applied by experienced seasoned polygraph examiners.

TAMPA, FLORIDA. -- Law Enforcement said a Tampa, Florida college student on probation for sex charges from when he did baby sitting in Weston, Florida eventually violated his probation. Previously Matthew Lowe had pleaded no contest to aggravated child abuse and also exposing his sex organs to several young children that he was taking care of in Weston. Tampa law enforcement said they had arrested Lowe for possession of alcohol this year. His attorney said that Lowe is a student at the Universtiy of South Florida in the Tampa area and was handed an open beer to throw away, but was subsequently arrested when he was seen holding it. A Florida State Attorney dropped the case against Lowe who could of been tried as an adult and faced life in prison. In exchange for the dropped case, Lowe was given probation with intensive psychosexual therapy where he is prohibited from having contact with anyone under the age of 14. He is also required to give a DNA sample to a Florida state database and be subjected to a polygraph/lie detector annually.

TAMPA, FLORIDA - Trying to avoid possible weaknesses in the Jimmy Ryce Act, state attorneys in several Florida counties, including Hillsborough county, have been negotiating binding contracts with sexual offenders. State Attorneys did not want to continue with the "unconditional" release requirements previously allowed. So state prosecutors have begun a program where sexual offenders sign a binding contract giving certain conditions of release. These contracts allow sexual offenders to enter back into society without a jury's legal approval. These contracts will also provide the state prosecutors a specific way to keep tabs on sexual offenders after they complete their treatment center therapy.

JACKSONVILLE, FLORIDA - Law Enforcement allowed the release of polygraph video recordings of the lie detector tests in which polygraph examiners stated two Jacksonville firefighters lied during an investigation of hangman's nooses found at a City of Jacksonville fire station.

Hangman's nooses were discovered on fire equipment which belonged to two black male firefighters at Fire Station #4. This discovery resulted in an in-depth investigation launched by the Jacksonville Sheriff’s Office.

The Jacksonville Sheriff's Office gave polygraph tests to several crews of firefighters during their investigation. Lt. Matt Cipriani and Firefighter Rufus Smith were found to be "deceptive" during their polygraph exams.

Cipriani volunteered to take a second lie detector test administered by the city, which came back with the same results. He later decided to hire a civilian polygraph examiner, who found him to be "non deceptive" [not lying].

Firefighter Rufus Smith did not choose to take a second lie detector test and another Firefighter involved, Ronald Laws, did not submit to a polygraph exam.

The Jacksonville Sheriff's Office video shows both firefighters being asked ten questions, which included one question that asked "Did you place the nooses on the bunker gear?" Both firefighters answered "No" and the law enforcement polygraph examiners ruled they were being "deceptive".

The Fire Lt. Cipriani said that he had been fully cooperative and did not have direct or indirect involvement in this hangman noose incident. He further stated that he did not know of anyone who did and had provided all the information that he could to the Jacksonville Sheriff’s Office and would continue to do so until the person was caught.

Fire Lt. Cipriani was the one that subjected himself to a second polygraph exam by the city and said he had been telling the truth. Subsequently, this was why he hired an Orlando polygraph company to have them administer a third polygraph exam to him.

The report from the polygraph examiner that he had hired stated there had been "no deception" indicated and also no reaction that would indicate he was being "deceptive" [lying].

Florida statute section 948.30 lists the requirements for people who are placed on sex offender probation. One of those requirements is:

At least once per year, a probationer must take a polygraph examination.
